The omni_config file used to be in src, but was moved to the top
level. Adjusted the README accordingly.

Removed name from the list of required keys in the users. Updated the
sample omni_config to remove name as well.

PG verbose config field is meant to be a boolean, but since we use the Raw Parser it was just a string - and any non-empty string is true. Change this so we accept (case insensitive) true, 1, t, yes, on as True and all else as false

The timezone was dropped by the strftime call. Use isoformat instead
to keep the timezone.

Added RenewSlice to gcf-ch and framework_gcf.

RenewSlice added as a framework command to omni. Added to
framework_base as an interface method. Implemented only in
framework_pg. Time arg is checked early to avoid exposing control
framework specific errors when bad date/time values are
used. README-omni.txt updated to include the new command.

removed mention of make install in INSTALL.txt since that's not the method we want the instructions to refer to
